You need to make other changes. End Birthright citizenship and End all nationalization. This allows people to move here and work here, but they will never be eligable for social security, medicaid, welfare, stimulus. Their children wont be citizens and their childrens children wont be citizens.

Eventually the leaches will self deport.

In addition to this you can offer minorities a cash prize to revoke citizenship but this will only work if there isnt a method they can use to come back.
