Simple, and I get to see this daily. (Not fantasy.)
The city I live in (10K?) has a zoning law that requires a minimum of 1 acre per lot. This keeps out the zero lot line cookie cutter home builders which keeps homes unique. Each home is custom designed / custom built. Most of the properties are on 5 acres. This makes them desirable and expensive.
End result: upper middle to lower upper class population. Some blacks, Hispanics, etc, but they (along with the white population) are all well educated with high paying jobs. LOTS of business owners. No tradesmen (of any race) can afford to live in the city.

Those ones are more dangerous. Whites from a successful families don't marry hispanic maids (exception: Jeb Bush) or nigger criminals, but they will marry non-Whites that talk and act White.

I don't. My apologies if that's what it sounded like.
I'm just acknowledging the downside of this solution. 1 simple zoning law = filters out 'affordable' housing (for any race.)
A couple of my good neighbors are trades. Plumber and landscaping (lawn care.) They just happen to be the owners who have a few dozen guys working for them. Their employees (and my employees) couldn't afford to live in this city.
