Once your local government is on board with that type of development, they always start with making them very low key so most people do not notice until you have a handful of them. The city I live in (10K?) has a zoning law that requires a minimum of 1 acre per lot. This keeps out the zero lot line cookie cutter home builders which keeps homes unique. Each home is custom designed / custom built. Most of the properties are on 5 acres. This makes them desirable and expensive.
End result: upper middle to lower upper class population. Some blacks, Hispanics, etc, but they (along with the white population) are all well educated with high paying jobs. LOTS of business owners. No tradesmen (of any race) can afford to live in the city.
