Overthrowing a country and instilling a better government is the easy part.
Replacing the population that made the country shitty to begin with is the hard part. You can't just change the culture, you've got to either breed out the stupid and/or import more white people.

That's why I say better constitution. Put in meritocracy based voting restrictions etc. So even though the country is mostly shitty, still only the best, brightest and most level headed can lead it forward etc.
