...are two very different questions.
As to the first, NJ is a historically left-leaning state. Even the Republicans who've run it have been tax-and-spend types. Moreover, the structural debt in the budget (pensions, salaries, etc.) almost requires additional borrowing every year.
As to the second, NJ has proximity to NYC and for decades that's where the jobs were. Covid has accelerated the out-migration. Not nearly as many people are commuting in and don't have the 'need' to stay.

I calculated a simple napkin based math on a mortgage in NJ. Of total mortgage per month payment, the tax portion of your monthly payment is 30 40% of your monthly mortgage (standard mortgage of around 1750, with taxes around 1000), for which you get exponentially rigid bullshit laws, red flag go fuck yourself laws, free speech restrictions, crippling business taxes, etc Even assuming you could pay off the house, you're still looking at a rental payment a month anywhere else for taxes alone ...
