Signal is not safe against state actors. But you're an idiot if you're using your phone and believe anything on it is safe from state actors. It's literally a listening device and can do so without calls. Apple and Android have full control to listen, install, or uninstall whatever they wish on the devices. This is the primary reason batteries are no longer removable on most devices. If it's not removable, it designed to be a listening device.
Signal and several other apps in class are only intended to provide privacy with your ISP and LAN. Nothing more. Nothing Less.
That is pretty much what he was saying. Good privacy for the most part from 99 percent of the public but useless if you're hiding from alphabet agencies.
