Supply problems right now.Primers in particular have been prioritized to big manufacturers. Also requires ATF license and is a major insurance liability if you are openly selling it.
Primes dont need an ATF license or to even make it.
Clarifying, an ATF license is required to manufacture ammunition for sale. The issue with primers is that as a new manufacturer of ammunition you will be last in line for allocation of primers, which are still in limited supply other than to large buyers. Powder, cases, and bullets are also tight and sometimes allocated.

My father inlaw has a bunch of stuff to make ammo. Claims he can make it for all his guns. Unfortunately, hes a pack rat. Cant get to thr equipment without a laborish process.
