Like OP's original question of the wood chipper, it requires high initial capitol investment, maintenance costs (regular cleaning servicing and lubrication), power, etc. all of which add more to overall operations costs.
Rope is a cheap and time-proven solution, but, if you've ever seen an actual hanging, you'd soon discover that the issue of multiple reuse of the same noose can get a might...iffy. As the Taliban discovered, a simple sliding loop of woven steel cable works better and faster.
For sheer through-put (scumbags serviced over time) it's really hard to beat a good old fashioned guillotine, or as the Germans called it, the Fallbeil ("falling hatchet"), or Köpfsmaschine ("head [cutting] machine") and it was used in various German states from the 19th century onwards, becoming the preferred method of execution during Napoleonic times in many parts of the country.
The original German guillotines resembled the French Berger 1872 model, but they eventually (of course) built sturdier and more efficient machines. Built primarily of metal instead of wood, these new guillotines had heavier blades than the French models and thus could use shorter uprights as well. They could also conduct multiple executions faster, thanks to a more efficient blade recovery system and the eventual removal of the tilting board (bascule).
Germany used the guillotine between 1933 and 1945 to execute 16,500 prisoners – 10,000 of them in 1944 and 1945 alone. Hell, that's fewer that one every hour, per year. I think that with a little effort we could probably improve on those numbers.
The guillotine was last used in West Germany in 1949 in the execution of Richard Schuh, and was last used in East Germany in 1966 in the execution of Horst Fischer. The Stasi continued use of the guillotine in East Germany between 1950 and 1966 for secret executions.
I can't think of a single community that couldn't come up with the materials necessary to build one in a day. Look around you. All you need is a big steel plate and some lumber to get started. Maintenance is very basic. Hose it off and keep the blade sharp. You could put one right outside every county courthouse in the country. Just chunk what's left in the ocean. Sharks gotta eat too you know. They are also God's creatures. Same as coyotes and bugs.
(As an aside, what caused me to initially begin to question the holohoax was that, under German law for that period, the guillotine and the firing squad were the only legal methods of execution available to the state. So, if the Germans were just going to execute them as a matter of legal state policy, why build camps and gas chambers and ovens and put them on trains and all the rest of that time and expense when you already had good, sturdy, fast and efficient, and above all, legal, guillotines already in common use?)
For killing people quickly, a .22 in the back of the neck works quickly and cheaply. Stand them at the edge of a pit, shoot, and push em in.
