If it's from your tap water, DO NOT USE IT TO WASH YOURSELF. There's a chance that sewage is somehow seeping into your water system. That smell? That's bacteria, essentially. If you washed your hands with water contaminated like this, and then rub your eye a little later, you'll end up with some kind of eye infection.
Amusingly, sulfur is also used as a water softener in some places. Could that be it? I NEED MORE INFO, SUPLEX, I CAN'T HELP YOU IF YOU WON'T HELP YOURSELF!
