Electronically fired of course. The internals could work like a spark plug. Externals could connect like a light bulb. That way no matter what the rotation it would be able to connect and fire.

I guess you would need a way to make the spark plug like components that get placed inside?

Seems doable as long as the projectile goes out the front.

lol I wonder why a device whose primary purpose appears to be to see how fast you can waste ammo has never seen use?

I'm really not sure why you'd want to see how fast you can launch grenades, either. But if it provides some compactness I can see the ignition technology being useful.

Repeated rounds on the exact same spot provide better penetration. Burping all your rounds in less than a second does seem silly.

The government invests in a lot of stuff they don't field. It's hard to justify the way the government spends money, BUT they do learn shit sometimes. My guess is this is one of those projects.
