I would posit that it is the lack of Grand War. A war where men can prove their bravery. We have too many bush wars where boys die for the vainglory of politicians.

The world is currently ruled by psychopaths. Psychopaths do cruel things simply because they can. Psychopaths will never risk their lives as it is the only thing they consider to be real.
