Virtually all electricity that's used turns to heat, whether it's creating microwaves or just heating up an element. Sorry, but unless we're suddenly generating way more electricity to run the radars, your idea is a non-starter.
If you want to heat up the planet the best way to do it is to change the albedo. Sprinkle black particles in glaciers and such.
Edit: However, if you can either form clouds or prevent clouds from forming, that would alter the planet's albedo, which could cool or heat up the planet.

Right. One exception is when that energy gets stored. For example charging a capacitor or using it for endothermic chemical reactions, like splitting water into hydrogen and oxygen. The other exception is when it's turned into light and escapes through the atmosphere into space.
