We can deduce a number of facts from the alien presence. There are multiple aliens - different species. We are likely some kind of engineered sub species from one or more of these other races. We may have multiple groups here - racial diversity - from multiple experiments. We are being quarantined. The monkeys with nukes are not allowed out of the solar system. They are still engineering us. Local space is likely very crowded - all the good planets are already taken. So we better get good a terraforming. Some kind of treaty exists not to exterminate us or just take our planet. We could not stop them if they tried it. That they don't just talk to us means there is some kind of problem, likely a problem with us. Something that prevents that interaction and denies us access to the fancy space ship technology.
