"Corporation" in its basic meaning is just an organization that has a recognized legal existence distinct from the people who participate in it. The original legal concept is that of a fictive person (Latin "corpus" == "body"). In that sense, the US is one. In a legal case, "United States versus ...", the plaintiff is "the United States", not Merrick Garland the Attorney General.
