Some people don't want to spend more for an extra component. I don't believe in dead bolts because all it does is ensure your door jam is torn apart when someone breaks in.
A regular door lock is good enough to prevent a casual thief. Someone who wants to break down your door will do it and completely destroy your door jam in the process.

i think this is actuall the answer. Exterior doors have them while normal doors do not.
Both locks can be locked. Making forced entry more difficult.
But the deadbolt will offer 90% of the physical resistance
Deadbolt with metal-frame door and 2-3 inch screws for the strike plate at least ensure that someone breaking the door down will wake you and give you time to have you means of neutralization ready to greet them.
