Executive orders removing some of the CFR, ordering non-enforcement of certain things, staff reductions. Congress charges the executive with collecting taxes but doesn't specify how many people need to be investigating fraud. Of course no one who becomes president does so without proven loyalty to their party and/or the deep state--even saint trump.
