We were watching an episode filmed in 2012 and Paris was still all Whites in the scenes he shot. Apparently the latest season is from 2020.

In the 2012 episode he even talked about how great the diversity of European White cultures was (he didn't say White but he was talking about White countries so).

Assuming he did notice, it would be bad for him to point it out to his fans. Rick Steves ain't going to say: "Europe is going to shit, don't come"

More directly to your question, he has to have noticed (the effects of immigration). But there are people that genuinely think Europe has been improved by diversity. I would be interested in his viewpoint on that, but I don't think he'd tell us.
