"May issue" in any state statute is now void, but the licensing requirement and the rest of the statute otherwise still stand. In all likelihood this gives you the ability to petition for a license if denied, and the state legislature will have to amend the statute, but doesn't give you the immediate right to carry. You will still need to apply for a license.
