e.g. busses, garbage trucks, etc are very squealy when they brake. Is this due to their use of air brakes, or apathetic maintenance, or something else?

apathetic maintenance

This. and only this. Old break pads will squeak, by design. They have a "acoustic brake pad wear indicator"which will squeal when the bads are worn down enough.

The rest of the noise comes from the pathological inability of companies to regularly maintain their vehicles.

Brakes squeal due to resonance between the rotor and pad. New Porsches have squealing brakes because of this.

The bigger the brakes the bigger the squeak.

Sports cars and buses have big brakes.

Is that function of the size or function of them using carbon fiber?

Idk , the company I work for is extremely good at pm , and when drivers write something up it gets fixed quickly or is taken out of service

Some squealing/ squeezing is normal , but not constant , every time the brakes are employed.

Brake dust can cause asymmetry in light brake application. But generally the brake chatter bars are the point of origin. They are designed to "chatter", which usually turns into a squeal if ignored. Hearing this means the manufacturer has deemed the brake pads worthy of replacement immediately or in the near future.

Disc brakes can squeal even if they're brand new. There are ways to fix it, but noise alone is not necessarily an indicator they need to be replaced or that they're not working. It's just annoying.
