I was going to note that you left off Pennsylvania and New York, but now I see that many maps leave them out of the Great Lake States while others have them included.
They both contact lakes Erie and Ontario respectively and possess watershed areas for* them, so they qualify as Great Lake States on multiple points. Selective inclusion of these two states is something I need to look more into now as they should logically be included.
Another map I see on this topic is something called the Great Lakes Confederative States that leaves out Penn and NY, but also includes the state of Iowa and the city of Lincoln, Nebraska (only the city) for some reason. Something else for me to look into to see if it's retarded or not.
