Occurred to me after the response to Chevron. What if Biden's end game isn't to bankrupt oil and gas but nationalize it?

The US is one of the few counties without nationalized oil and gas. Chevron said they need government policy to support new refinery capacity. Ok government supports them by jointly financing refinery capacity. Or alternatively opens subsidized company's or refineries out right. They could frame it as a consumer bail out on gas prices.
Any thoughts?
