An analogy to what's going on is fishing. If every participant agrees to fish in a sustainable way, to not overfish, then there is plenty of fish for everyone. But at the same time the incentive of each cartel member is to surreptitiously cheat, to catch more fish than their quota. With too much cheating you get overfishing. Once it becomes obvious that everyone is cheating and that the fish population collapse is inevitable, a feeding frrenzy ensues until nothing is left of the fish.
That sounds like my "chaos and inertia" option. No major intelligence to it, just extreme greed exploiting extreme weakness. It's really bleak.

Thing is the stuff they enjoy so much that is made by the commoners is likely not to be available. When the angry reactionary people become aware shit will burn like factories, banks, institutions, and places that make fine stuff like jewelry and fine wines will also burn or be looted and burned to the ground. The ones with kids that die when the wake up will go on an all state arson tour or something destructive because what was taken was irreplaceable and they have no love left so I'll see them coming and give them berth but a building, factory, or something immobile will not have that option so it will cease to exist.
Those 5G towers will likely be a huge target that is remoters area's will be gone for weeks or longer with supply and labor in short supply for many industries. Hell blocked infrastructure or blown bridges or other huge things for the person with explosive experience even in creation of it will be a huge problem for the powers that be since the people doing it will thrive from the stress they are producing.
