If you want to retire in Latin America then Chile is your best option because Chile is the only nation where the police are somewhat trustworthy and don't take bribes.
Anywhere else and you will be living in a high risk environment which is stressful.
Unless you retire in one of those retirement areas with armed guards etc but that would just suck if you ask me.
But like someone else mentioned, good luck if the country becomes politically unstable. You will be everyone's number one target.
