Remembering back to how easy it was to get "illegal" drugs in high school vs how it was at least kind of a pain in the ass to get cigarettes and booze I'd say legalizing drugs would make them slightly harder to get. If we're not going to apply the death penalty for everything down to street-level dealers then the war on drugs is unwinnable.
Opiate dealers should be tried , convicted and executed , we should start with the Sackler family.
It's really the only way it could possibly work. Anything less than the death penalty and people will risk it because the money is so good. Hell, even with the death penalty some people will risk it, but at least the executions will serve as an example to frighten others away from it.
Haitians say , you can only kill me once.
