The C19 shots were publicly funded but all the research and development is kept out of sight and hidden away. He's saying the public who paid for it owns it.

Isn't this already the case in the US? Sometimes it goes public after 2 years, but that probably doesn't matter for lay people (except for things like Covid, but that research was heavily biased anyway).
