There is no reasonable rule that would have prevented it without unduly infringing on others rights.

He legally bought the gun

Killed his mom

Stole the car

Crashed the car

Shot up a cemetery and a school.

Unless you want to make pre-crime or thought crime a thing there is no way to stop this from happening by controlling the sale of arms without infringing upon non-psychos rights
