It's easier to just accept what you are told. If you deny it, you have to come up with a reason, and since you are going against the herd, you have to formulate that reason for yourself. This is beyond the ability of many people, maybe the majority of people. Sites like Poal can help those able to potentially think for themselves to break free from their conditioning, by giving them a support framework of ideas that is contrary to the official government narrative. There is the danger, however, that some will come to rely on the Poal world view, and accept it without critical examination. They will merely have exchanged one narrative for another (which, admittedly, is much closer to reality).
Most people can't be masters of everything, people need to specialize in order to offer anything of value to society. However people need to be competent in many things in order to succeed in life, being a good accountant isn't enough to get a woman pregnant and have a family to pass on your genes. In the name of efficiency most people hand over those burdens to others of authority, doctors will look out for my health, journalists will look out for the truth and politicians will look out for how to govern, I can focus on work and I will take advice from pop culture to court a mate.
Their world is built around relegating authority to other 'more competent' people. They use their peers to gauge what is true and false, which there peers today is basically all bots on Twitter etc.
These people CAN think for themselves, they just DONT. The thought of beginning to is distressing, suddenly they have to start questioning trained professionals, arguing against trained journalists and most damning disagreeing with their peers.
It's too much for some.
As a society we're trained from a very young age to go along with percieved authority figures. People spend more of their waking hours following directions in school than pretty much anything else. Speak only when allowed. Go when where you're told to. Ask permission to go to the bathroom. Then there's very little critical thinking in what is actually taught. Sure some teachers try, but either through apathy or their own tendancy to just go along most teachers . You have situations where if a kid is a whiz and does a math problem their own way but doesn't 'show their work' the way the book says to they're told their wrong.
Most kids inherently want to be praised, don't want to be told they're 'bad' or 'wrong,' and end up never really challenging much unless someone goes out of their way to instill some independence and critical thinking. By the time kids gets through school most have it engrained to go along with the group and/or percieved authorites of the group. Even if independence it's totally drowned out by then, people join the 'adult world' and in most cases end up having to work for someone else, or answer to some licensing board, or follow something else that instills rules or it becomes incredibly difficult to just make a decent living.
So few people are ever really learn to challenge things, think for themselves - just go along to get praised, rewarded, and find success - rock the boat and you won't get that. And just going with the percieved authority figures is part of that. That can be real authority figures genuinely working in society's best interests, shitty authority figures that aren't, or non-authority figures that just appear that way because they have a tv show, a vocal support of the large portion of society, or .

Children have very different brains then adults. They realize how vulnerable they are and are therefore looking to please their community members. During the teen/young adult years people transition from powerless to adults and chaos ensues. Perhaps NPCs experience an incomplete mental puberty.
I'm not at all looking forward to seeing how cross sex drugs will effect kids. Most likely well get more NPCs.

The vast majority are complete airheads that essentially go through life on autopilot. They've never head an original thought. All conflict in their life in either superficial interpersonal nonsense, or performatively questioning why people don't think the same things they do using the lines they've seen and heard from the various hosts of current year. They potentially could think for themselves but have never gotten anywhere close to having or wanting a reason to. The easiest way to snap people out of it is to show how completely uninformed and often seemingly intentionally incorrect msm is regarding some topic the person is actually knowledgeable in, but this obviously requires that the person isn't a pure npc with only generic liberal arts knowledge.
I call them Pavlovian Meat Robots. They respond to stimuli...nothing more. I think this is the form of bipedal hominid most of us think of when we are talking about "normies" and NPCs. I really don't think they have souls. They just exist to facilitate the collective for the few who aren't brain dead.

There are three big factors in this- Social compliance, gullibility and of course intelligence.
Varying high levels of gullibility and social compliance make someone more easily manipulated. Since the advent of social media social compliance has been a huge need and people spend a good part of their days considering it. This affects gullibility since, to be accepted socially you must believe what the accepted social group does. Someone can be somewhat intelligent and forgo it because of fear of social ostracization but the more intelligent you are the more you're likely to have lower levels of compliance and gullibility.

Short answer:
No they can't really think independently. They can think to some extent but their ideas are mostly copied from mainstream. The older word for NPCs is sheep. I don't know how old the term is but it's at least as old as Animal Farm from 1945. Read Animal Farm, it is 100% accurate. My theory is that sheepness is an ancient phenomenon rooted in biology/genes. If you'd read the old greeks from 400 BC I think they probably documented the phenomenon as well (can someone chime in and confirm this?). I believe the opposite to sheepness is autism. As an autist you are don't trust anyone and you do all the thinking yourself. Doing all the thinking oneself is actually very ineffective. Just blindly trusting mainstream can be a very effective strategy, especially in countries with very strict (religious) norms, values and virtues proven over centuries to create strong societies: Just mimic the saints faggots. How do you get successful as quickly as possible? You mimic someone very successful, you do whatever they do. Monkey see monkey do is ancient behaviour for good reasons. It is a highly effective strategy.
Roleplay analogy:
NPCs are like Fighters they start out with good stats and level quickly. Autists are like Mages they starts out useless and level up slowly, however at higher levels we get overpowered.

NPC is someone who lacks self awareness. It's a spectrum where on one side you have animals and on the other human beings. NPCs are closer towards the animal side. Niggers especially.
I don't think NPCs are able to realize that they are being led like sheep. The program comes, not from direct programming, but from the chaotic information sheep pick up as they are led through society.
Personally I would say they lack awareness, rather than self awareness.
