Good responses here, but no mention of Lyndon B. Johnson or Bush Sr.? Those two need mention for their sheer psychopathic evil.
I was going to make a case for Johnson or Bush if we sort of assume recency is an important factor in "worst". As in most of the ill effects of previous presidents have probably petered out over time. But then, yes, you have FDR and Wilson (and Lincoln).
It's one of those situations where the exercise is sort of pointless. I think the mental energy might be better spent by flipping it around a bit... Has there ever been a strongly net-positive US President? I think perhaps only if you go back to the first dozen or so do you have a chance.
I'm actually surprised Johnson isn't featured more prominently either. He fucked up Vietnam and refused to win it. He came up with the great society programs and war on poverty that has destroyed Black and white trash families and wasted trillions of dollars on a bloated bureaucracy. That money could have given us an insurmountable technological lead over every country on earth for 200 years.
Indeed, not to mention his ties to the zionists and his direct involvement in the USS Liberty coverup. Then there's his psychopathic treatment of Jacky immediately following JFk's assassination, along with breadcrumbs that he was implicitly involved in that as well.
The jews had long had their paws in government affairs, but Johnson definitely helped solidify that foothold.
