I've looked into this recently and think buying a conversion kit to fit on a standard bike seems to be the way to go.
You can buy some really nice purpose made ebikes but they tend to be expensive and underpowered.
There are two basic types of motor kit available - hub motors and mid drive motors, mid motors look to be the superior choice. You take off the front derailleur (you will lose those gears) and remove the bottom bracket spindle, the mid drive motor then slots in. You can still use the gears of the rear derailleur.
Bafang pretty much dominates this market and you could get a 1000w or 1500w motor that's good for 30 or 40mph respectively.

You want to make sure you don't cheap out on the battery because the dodgy ones can catch fire.

1000w exceeds limit in the state
Gay. I bought a 1000w conversion rear wheel with a 48v battery. It goes 28-30mph easy. I have broken 2 frames so far because I mounted the battery off the seat post. If you have to ride in the street 30mph is not too bad.
They do a 750w option.
Most complete e-bikes are a low quality bicycle as a base. I have an e-bike, and if I build another one, I'll buy a used full suspension bicycle and install a rear hub motor kit. This is the best bang for fiatbuck scenario. You also need to be mechanically inclined to have a dependable e-bike as transportation for more than a weekend putt around the park rider.

what do you think about the vortex city? A bit cheaper, but not much in the way of shocks/suspension
My fat tire bike also lacks a suspension, but the fat tires help, plus I bought a wide 4" thick seat for 50 bux...the Vortex City motor is only 350 watts...kinda meh unless you live in a flat area. I think 500 niggawatts should be the minimum.
-My main problem with my bike was lack of handlebar height adjustment. I bought a 6" extension for 30 bucks, that solved the problem. Amazon.
Reasonably flat in immediate area, but Pennsylvania is pretty hilly. Think it'll get me to work fine, and I'm a minute outside of town, so seems ideal
I’ve got an electric bike and I recommend a used frame and kit. Make sure it has front and back shocks (at least a seat shock if no back shocks) and fatter than normal bike tires. I recommend 26” tires to keep your center of mass slightly lower.
You’re making a small motorcycle, it should look like it.
I recommend hydraulic disk brakes but at the bare minimum they have to be disk brakes.
Deck it out with a back rack with two foldable holders on each side and a front flat rack with a web bungie.
A 50 cc scooter would be way better.
