This is a regional thing. In California it's customary, but still illegal. In other states people don't do it regularly, such as Colorado.
This says it's not illegal. I've never heard of it being illegal anywhere. It fucks up the flow traffic when people do not do it. Same as people who sit in the middle of the lane instead of moving over so people turning right have room.
In a lot of states it's illegal to enter an intersection before you can safely pass through it.
This specifically states unless making a left hand turn.
