I would assumed shoes in general would interrupt that ground. Or, at least some shoes/boots would.
Ye...yes? We are talking about cars and sensitive electronics therein. The tires are the shoes. Because of that you have a ground strap that drags on the ground.

I haven't seen ground straps that drag that actually drag along the ground... I've seen them engine to frame, engine to chassis (unibody), and body to frame. Ive never seen one that drags along the ground as you drive.
Let us pretend I am from MIssouri. Please go outside. Find an actual car with one of these, take a picture show me.
It wouldn't stay in contact with the ground, it would simply bounce around doing damage to the bottom of the car.
An automobile is grounded by using the large metal chassis as its ground.
