What if instead of killing an unwanted child, upon birth the child is sent to an island to be raised. Let's call this island Kamino, just as an example. On Kamino, the child is instilled with a love of country and morality. In addition to an education based in STEM, the child is taught to become well-versed in the Constitution and other founding documents, and trained in weaponry and self-defence. Upon adulthood, they are sent State-side and given jobs replacing retiring LEOs at all levels of government, eventually filling the ranks. Should they desire to pursue other avenues, they're free to go.

There is actually such a place. A bunch of unwanted people were sent there to create a new country. Building up the area was hard work but they survived, so they must have had the practical STEM skills that they needed. They had to fight off attacks by their neighbors, so you know that they were armed and ready. In their wisdom, they adopted a constitution that was almost a word for word copy of the US Constitution. That place? Liberia. A total shithole.
