Why would someone do that and spend years raising a child when they could just kidnap someone? How much would it cost to bribe the doctor and everyone involved, having caregivers, housing/land, food, clothing, etc? Even on an industrial scale at a bare minimum quality of life, it's not going to be cheap over 5/10/15 years.
