Except for the fact there's a clean chain of evidence in terms of money, tech/patents, and planning docs that show the virus was engineered, the idea was to push people toward more controllably deadly murder shots, and economic incentives were in place to ensure that the top-grade sociopaths would not have to get their hands dirty directly.

All of it not unlike what is now going on with food supply chain.

Playing it off as if The Overlords are incompetent is its own form of subversion given the paper trail available to anyone who cares to look.
