there are two deep states, congress and the federal bureaucracy and public unions and spy agencies, vs the pentagon and some of wallstreet.
The first is fully owned by foreign powers. The second is fighting them because if the first wins (congress), the pentagon and the u.s. military and everyone who profit from it, will be dismantled and destroyed in wars where their decision making powers are stripped from them.
So the two sides are vying for control.
