Do you think Jack always believed that, or that he changed his mind recently, or that he didn't have the discipline to stick to his principles, or that he didn't have the guts to stand up to his own employees?

He has in the past done things that fly in the face of that concept, besides general administration, blocking the hunter laptop story. This isn't the first time he has said he wants twitter to be a platform and not his own personal echo chamber. Why the actions that don't match the beliefs?

He had minders who told him how to 'think' and what to say.
It's possible he could be free of them now, but I doubt it. Once you're in The Club, it's a lifetime gig.
