Do you think Jack always believed that, or that he changed his mind recently, or that he didn't have the discipline to stick to his principles, or that he didn't have the guts to stand up to his own employees?

He has in the past done things that fly in the face of that concept, besides general administration, blocking the hunter laptop story. This isn't the first time he has said he wants twitter to be a platform and not his own personal echo chamber. Why the actions that don't match the beliefs?

Like most people, he is inconsistent. He doesn't have the time nor the inclination to really think things through. He's not our guy, but that doesn't mean that he can't have a good idea or do a good thing from time to time.

I don't know/remember the details, but Jack didn't have control over the company, he was more of a figurehead. Something about different factions fighting for power within the company.
