My guess with the incoming policy changes, the majority of staff and contractors won't be needed anymore.

Exactly. Their main job was censorship. You can run the site on 5 white men. 300k a yr each. You can find 1.5 mil advertising.

Twitter has 7500 employees. What the fuck do they all do? Sure, you need a few dozen engineers to maintain the infrastructure, maintain the code and implement new features. You need a few program managers and managers. A few execs. And a team of people to deal with takedowns of illegal content. A few hundred employees total, at most. The 7000 superfluous employees can be let go.
