That being said, I dont see this as percolating down to random civilians at any significant level. Even setting aside the moral and legal implications, it's just not profitable to freaking murder people in a free market. Murder is really only profitable for politicians because they can send Private Snuffy to go fight and die while the politician accrues power and resources at no personal risk. Whereas for random civilians, putting a hit on the other plumber in town is both unethical and unprofitable because it'll cost more to defend yourself from Hatfields-and-McCoys type revenge than you'd gain from becoming a murderer.
