Under the UN definition of genocide, ethnic cleansing is just a synonym. There's no genocide that would not include ethnic cleansing, and ethnic cleansing without killing (somewhat impossible) is included under the term. You can't separate this language from the politics, because word choices allow either side to minimize or maximize the issue. Russia says they expelled or pacified the Circassians, Circassians say they were genocided.
