It's possible, as long as the number has not yet been assigned to someone else, but it isn't easy. After a six month waiting period the number will be reallocated to a certain 'original' provider, depending upon whether it is a landline number or a mobile number.
The key is, don't give up your number. If you discontinue your phone service, there is a service called "numberbarn" that you can port the number to and they will keep it active in your name for $2 per month. They also have a catalog of available numbers, you can shop and choose one.

I know about Google Voice. You can get one phone number. But it's google. Therefore it's not really 'free' (you are Google's product, not it's customer)
