Incorrect because you can say the sentence without the part inside the comas.
"Why are all the titles, I've read recently, filled with grammar mistakes?"
"Why are all the titles filled with grammar mistakes?"
Is this correct then:
I like, apple, pie.
No because apple in this instance is a noun adjunct and is required by the sentence in order to properly describe the pie you are talking about. Otherwise apple would just be left out completely. https://en.m.wikipedia.org/wiki/Noun_adjunct
