Most people lose trading and then yes add fees. The ruble is a long term play. It will probably see better gains than bitcoin.

Gold, silver, and shitcoin are easier to trade with though. No one knows what a ruble should look or feel like and Russia could theoretically tell the whole world to get fucked and issue a new currency at any time. I might miss this emerging market but I also am not getting completely fucked over either.
