Not at all. The 2A is precisely for individual self defense. The only mention of government is to clarify that the government shall not infringe on the right to bear arms. The security of a free state depends on the individuals. The government is only one of many threats.

Just like the first amendment being to make clear that the government's powers don't include suppressing critical speech of it, the second makes clear that its powers don't include suppressing people having arms to use against government should it become corrupt. It's an attempt to protect us from government. Government doesn't care about things that don't threaten it.

Yes, but not exclusive for protection from a tyrannical government. There are many threats to; and because of the nature of, a free society. This is why the right to bear arms shall not be infringed.
