If society were being run in the most productive and healthful manner, alcohol and all other mind-altering drugs would be prohibited to everyone. Only religion keeps these social cancers somewhat in check, and today we have abandoned religion.

religion lacks tangible consequences and its only tool for correction is shame. It's abandoned because its useless at a large level. Might be handy on a small community standard but if shame is local then you just get transient degenerates. ie liberal cities too big to form a community.
