Maybe I'd start a new 'nation' and spawn a bloodline of men & women ordered to create 20+ children families each; and use our massive hidden population to strategically infiltrate & exploit the inner circle nations from within; all the while pretending to be a nationless minority. When our people get caught or attracting too much heat we will extradite or smuggle them out back to their home 'outer Earth'; in fact I'll make a military decree that each of us must serve at least 2 years inner-circle. I might also then use my newly acquired outer-circle resources / inner-circle exploitation gains to invade Greenland to see what the fuck is going on there or maybe see if there's a pyramid at north pole direclty below Polaris. But anyway, I see your point. But maybe you can see my point here is that if it's not you doing it then someone else will.
