I used to follow a guy RudysPicks13. He did just that. I don't think he was intentionally trying to make a profit by doing pump and dumps on penny stocks, the problem is that if you gather a large enough following to the point that everyone acts on your picks you can really make a penny move a lot. If you don't mention your target selling point it looks like you are waiting for the stock to move so you can sell it (pump and dump). He was just pushing his calls, some were losers, so it looked like he was doing P&D... but he wasn't, no one is 100%. He took baths on some of his calls as well.
