Besides the whole using coal to make gas part, they didn't heat or generate electricity with natural gas or oil either. They used coal for everything and the civilian sector didn't get any or hardly any gas. They currently use natural gas for heating and generating electricity, for which they have little or no domestic sources of. If they were smart, they would build a bunch of nuclear power plants and go back to using coal for some electricity and make their own gas from it.
