It's not a requirement to get into the United States. It might be to leave the great North though.

Yes, they are holding them hostage. You can't leave the country unless you submit to lethal injection.

I don't think you can get on a plane without proof in Canada.

The US immigration website said proof of jab or certified doctor's note of previous infection during the last 90 days are required for any kind of visa as well.
