If you were born there and someone you don't like appears and wants to tell you what to do, then shooting them in the face is the correct response.
Telling your people to do this is probably more designed to evoke sympathy from outside the country, because most Russian soldiers are going to kill you before you can kill them.
Putin seems to be tiptoeing into the country trying to avoid too much bloodshed, their president seems to be encouraging the opposite. These people are pawns for both sides
